How do I communicate with the Uptown Business Improvement District?

The Board of Directors meets every second and fourth Wednesday of the month at Encore Realty (226 Williams Boulevard) at 8:00 a.m. Please visit a regular board meeting to speak to the Board of Directors.

How can I host an event at the Uptown?

The Uptown Business Improvement District has the first right of refusal for non-City hosted events on the sidewalks and parking lot. All events performed on the sidewalk or parking lot require a facility use agreement from the City.

First, visit the Uptown Business Improvement District for a board meeting. We'll make a recommendation to our City liaison, and then you can submit an facility use agreement application to parks and public facilities.

Why did I receive a bill for the Uptown Business Improvement District?

All businesses located within the Uptown, except for the two corner lots to the South, are within the Uptown Business Improvement District. The Business Improvement District is a self-assessing parking and business improvement area, which provides common marketing, promotion, maintenance, and security to the district. Each business pays a monthly assessment, which is invoiced in advance the 1st day of each quarter (Jan, Apr, July, October). The City of Richland acts as the district's invoicing agency, and remits the payments received to the Uptown Board of Directors to finance their activities for the district.
